Terminal is corroded, or the wiring has a short in it.

Check the fuse. It is in the fuse box, probably located under the dash somewhere. It could be the wire has rusted or been compromised. A current meter would easily tell you if the wires are 'hot' or not.

Check your fuses. I recommend the Bussmann fuse checker. I picked on up at Walmart and it is a lot more convenient than taking each fuse out. Also the back of the fuse checker doubles for a thing to pull them out.
