My 99 silverados tail light don't seem to work only when the break is pressed. can it be the wires?

i had the hole light changed and i don't know if the electricians did something wrong with the wires. it only works when the break is pressed but when i turn them on, its the only one that don't come on. any suggestions.

You have two circuits running here. One for the running lights (tail lights) and one for the brake lights. I bet they crossed the wires between the two circuits. I have seen the lamp improperly inserted into the socket cause this to happen, as well. There might be a bad socket, or break in the wire where the tail light feed goes to that bulb. That would cause a grounding problem making the brake light filament the only path to ground for the tail light.

Do the turn signals, and emergency flashers all work okay?

It could possibly be the headlight switch, has the switch ever been replaced?
you have two sets of bulbs on both sides one for running lights other for brakes.
