i just got some tail lights on ebay %26amp; i thought i could change them myself. so far ive taken out the bolts but they still wont come out

Very carefully...
Yeah you have to remove the bumper, it really is a *****. I would recommend taking it to a body shop, that's what I had to do to put mine in.
